This reminds me of elegans, the California sub race of the Red-shouldered Hawk.
Is it a Kriders Red-Tailed Hawk? I am not detecting bars on the tail as a Red-Shouldered would have, but it's sort of hard to see. It looks a little on the smallish side, but again, it's hard to tell in a photo. Anyway, that's my guess.
I am into Krider's for this one!
